graphite instead of peg paste

I was told by a professional fiddler that using graphite on the peg box works better than pegpaste. Is that true?

my luthier tells me the way he sets up pegs is to first fit them so they stick and then uses graphite to get them to turn so ya probably true.

That is indeed the correct way - make them lock and then slip them. I use graphite, plus peg paste and another secret ingredient!
